Terms of Reference (ToR)

Position Title: Qualified TVET Instructors (Four Vocations)

Organization: Galkayo Education Center for Peace and Development (GECPD)

Duty Station: Galkayo Town, Puntland State of Somalia

Duration of Assignment: One (1) year, with possibility of extension subject to performance and funding

1. Background of the Organization

Galkayo Education Center for Peace and Development (GECPD) is a women-led, non-governmental, non-profit organization established in October 1999 in response to the profound social, economic, and educational challenges faced by women and girls before, during, and after the civil war in Somalia. The organization was created to promote educational opportunities, protect rights, and improve the overall status of women, girls, and other vulnerable groups, recognizing education as a cornerstone for sustainable peace, development, and social transformation.

GECPD implements a wide range of programs including:

  • Runing schools for girls and women learning centers
  • Vocational skills development opportunities for women, girls, and specially selected vulnerable boys
  • Awareness creation and advocacy on women’s rights and protection issues
  • Protection programs and safe shelters for women and child survivors of violations and abuses
  • Youth empowerment and development programs
  • Humanitarian and disaster relief response

Through its Technical and Vocational Education and Training (TVET) programs, GECPD aims to enhance employability, self-reliance, and economic resilience among vulnerable communities in Puntland.

 

2. Purpose of the Assignment

GECPD seeks to recruit qualified and experienced TVET Instructors to support the delivery of high-quality, market-relevant vocational training at the Galkayo Education Center for Peace and Development. The instructors will contribute to skills development, capacity building, and empowerment of trainees, particularly women, girls, and vulnerable youth.

 

3. Vacant Positions / Areas of Specialization

GECPD invites applications from qualified candidates for the following vocational areas:

  1. Carpentry and Joinery Instructor-1 Position
  2. Welding and Metal Fabrication Instructor-1 Position
  3. Electrical Installation and Wiring Instructor-1 Position
  4. Pipefitting and Plumbing Technology Instructor-1 Position

 

4. Key Duties and Responsibilities

Under the supervision of the TVET Program Coordinator / Center Manager, the TVET Instructors will:

  • Plan, prepare, and deliver competency-based theoretical and practical training sessions
  • Develop and update training curricula, lesson plans, and instructional materials aligned with industry standards
  • Ensure effective use, maintenance, and safety of tools, equipment, and training workshops
  • Assess trainees’ performance through tests, practical assignments, and continuous evaluation
  • Maintain accurate records of attendance, assessments, and trainee progress
  • Mentor and guide trainees on employability, entrepreneurship, and workplace ethics
  • Promote inclusive, gender-sensitive, and learner-centered training approaches
  • Participate in monitoring, evaluation, and reporting activities related to the TVET program
  • Contribute to community outreach, skills demonstrations, and graduation/exhibition events

Comply with GECPD policies, safeguarding standards, and codes of conduct

Skills and qualifications

5. Required Qualifications and Experience

Applicants must meet the following minimum requirements:

  • At least a Bachelor’s Degree or its equivalent in a relevant technical or vocational field related to the applied position
  • Postgraduate qualification in Technical Teacher Training (TVET pedagogy)
  • Minimum of three (3) years of proven teaching or instructional experience in the relevant vocation
  • Strong practical skills and up-to-date technical knowledge in the chosen trade area
  • Experience working with youth, and vulnerable groups is a strong advantage
  • Knowledge of competency-based training (CBT) approaches is highly desirable
  • Good communication, facilitation, and interpersonal skills
  • Ability to work in a multicultural and challenging environment

 

6. Language and Other Competencies

  • Instruction Language is English but qualified candidates with a working knowledge of Somali language will have an added advantage
  • Strong organizational and reporting skills
  • Commitment to gender equality, safeguarding, and inclusive education principles

 

7. Reporting and Supervision

The TVET Instructors will report directly to the TVET Program Coordinator or a designated supervisor at GECPD.

 

8. Remuneration

Salary will be competitive and commensurate with qualifications and experience. Applicants are required to clearly state their salary expectations in the cover letter.
