Somalia and Somaliland

Role Purpose: The Consortium Finance Officer supports the effective financial management of consortium
grants by assisting budget holders and partner finance teams to ensure donor funds are
optimally utilized, compliant with donor rules, and accurately reported.
The role is part of the Consortium Management Unit (CMU), contributing to the management
of a large, multi-donor budget through strong financial analysis, coordination, and compliance
support. This position is suited to a finance professional with strong grant management skills
who can work collaboratively across multiple partners and systems.
Responsibilities:
Budget Review, Reporting & Consolidation
• Receive and review budget and financial reporting packs from consortium members.
• Ensure they have met their allocated amounts and that the budgets are compliant with Consortium
guidelines and donor regulations.
• Support consolidation of partner budgets into the consortium-wide financial model.
• Assist in preparing updated figures for sub-grant agreements and cashflow forecasts.
• Support preparation of partner payment requests and related documentation.
• Flag variances, potential savings, or overspends for discussion and possible reallocation.
Consortium Management Unit (CMU) Support
• Support management of CMU operational budgets on behalf of budget holders.
• Assist in updating CMU budget forecasts by coordinating inputs from stakeholders.
• Maintain Excel-based operational budget and forecast tools.
• Monitor expenditure against budget and forecast, ensuring accuracy and correct coding.
Finance Officer _SCC
• Assist in preparing budget revisions for submission to Concern Somalia finance teams.
Budget Allocations
• Support the maintenance and updating of the Excel-based Budget Allocation Model (BAM) in line with new
funding or reallocations.
• Assist in preparing allocation outputs for review by the Finance Technical Working Group (TWG).
• Update and share partner budget packs reflecting approved allocations, including guidance notes.
• Provide ongoing technical support to partner finance teams on budget preparation.
• Contribute to improvements of the Budget Allocation Model as operational needs evolve.
Financial Documentation & Systems
• Ensure finance documentation is complete, accurate, and properly filed on consortium cloud systems.
• Support updates to Concern’s Microsoft Dynamics 365 Grant Management System as required.
Compliance Support
• Build and maintain knowledge of key donor compliance requirements (EU-ECHO, EU-DEVCO, SIDA, DANIDA,
KFW, UN agencies including but not limed to UNICEF, WFP).
• Assist in developing compliance guidance and reference materials for consortium members.
• Support delivery of compliance briefings during Finance TWG meetings.
• Respond to ad hoc partner queries related to donor rules.
• Participate in spot checks and field visits to verify compliance.
Donor, Audit & Stakeholder Engagement
• Support liaison with donor finance teams during audits and expenditure reviews.
• Assist auditors with sample selection and financial clarifications.
• Coordinate with partner finance teams to gather and review audit evidence.
• Track audit findings and support timely resolution of issues.
Capacity Building & Training
• Lead and support financial capacity-building initiatives for local NGO partner finance teams, including
planning and delivering trainings on donor compliance, budgeting, financial reporting, and audit readiness.
• Develop practical training materials and guidance tools tailored to local NGO finance teams’ needs.
• Provide follow-up technical support and mentoring to strengthen partners’ financial management systems
and compliance capacity.
Finance Technical Working Group
• Support the Finance Coordinator in preparing materials and documentation for Finance Technical Working
Group meetings.
Other Duties
• Proactively identify finance-related issues and propose practical solutions.
• Undertake other reasonable duties as assigned by the Finance Coordinator.

Skills and qualifications

Qualifications Required
• Degree in Accounting, Finance, Business Administration, or related field
Desired
• Charted/Certified Accountancy Qualification – ACCA/CPA or similar
• Experience using SharePoint or similar document management systems
Skills Required
• Strong Excel skills (including pivot tables; Power Query desirable)
• Fluent in Somali and English
• Strong written and verbal communication skills
• Ability to work collaboratively with remote and busy teams
• Willingness to travel and work in complex, insecure environments
Experience Required
• Minimum 3 years’ experience in finance in INGO, including grant or project finance
• Demonstrated experience supporting multi-partner or consortium arrangements
• Experience working with institutional donors
