- Project Background
Somaliland Food Systems Resilience Project (SL-FSRP) is part of a regional initiative by the World
Bank to provide a comprehensive framework for intervention at both the national and regional
levels. This Multi-phase Programmatic Approach (MPA) aims to tackle the underlying structural
challenges of food insecurity and reduce beneficiaries’ vulnerability to unpredictable climate,
crisis, and conflict events
The Project Development Objective (PDO) of the project is ‘to increase the resilience of food
systems and the Somaliland’s preparedness for food insecurity in project target areas. The project
has six components namely: Component 1: (Re-)Building Resilient Agricultural Production
Capacity; Component 2: Supporting the Sustainable Development of Natural Resources for
Resilient Agricultural Landscapes; Component 3: Getting to Market; Component 4: Promoting a
Greater Focus on Food Systems Resilience in National and Regional Policymaking; Component 5:
Contingent Emergency Response Component; Component 6: Project Coordination and
Management.
The Somaliland FSRP will directly benefit an estimated 65,000 of small farmers, agro-pastoralists,
and nomadic pastoralists, at least 30 percent of which will be women. In addition, the project will
support value chain stakeholders including women-owned agribusiness enterprises, financial
services providers, disruptive Agriculture Technology start-ups, agricultural research and
extension institutions. Within the public sector, the project will also build the capacity of Ministry

Environment and Climate Change, and other institutions to implement resilience- focused
policies.
Hence, the Ministry of Agricultural Development under the FSRP project is inviting qualified and
reputable suppliers, contractors, and consulting firms to participate in the 2026–2027 prequalification process. Pre-qualified firms will form a pre-qualified pool of service
providers/suppliers who may be engaged for Direct Selection, Limited Competition, or RFQ
opportunities in line with World Bank Procurement Regulations September 2023. Activities
requiring open competition (e.g., RFB, RFP, Individual Consultants) will continue to be publicly
advertised, regardless of pre-qualification status, and may also be advertised where no suitable
pre-qualified firms exist. Interested bidders are required to complete the online form and submit
all required documents before the deadline to be considered for upcoming procurement
opportunities. - Scope of Pre-Qualification Categories
Please complete the supplier pre-qualification process by filling out the online registration form
and uploading all required documents. All submissions must be completed before the stated
deadline. Late submissions will not be considered.
Please note that this pre-qualification process is not intended to limit or replace open
procurement methods under the World Bank Procurement Regulations. It shall apply only to
limited procurement methods and Requests for Quotations (RFQs). All open procurement
activities—including but not limited to Requests for Bids (RFBs), Requests for Proposals (RFPs),
and Individual Consultant selections—will always be advertised publicly, regardless of the
existence of this pre-qualification database.
Furthermore, the Client reserves the right, at its sole discretion, to engage suppliers that are not
pre-qualified and/or to advertise RFQs or use limited procurement methods openly, where no
suitable or qualified suppliers are available in the pre-qualification database, or where this is
deemed necessary to ensure competition, value for money, and timely implementation.
The Project is particularly interested in these areas. - Agriculture Development (e.g. supply of agricultural inputs (seeds, fertilizers, tools),
irrigation systems and water-efficient technologies, crop production support services,
agricultural research and extension services, greenhouse and climate-smart farming
technologies - Livestock & Veterinary Services (e.g. livestock inputs and animal health supplies,
veterinary laboratory equipment and reagents, animal disease surveillance and
diagnostics, livestock value chain development (fodder, feed systems, breeding) or
pastoralist support services)
3 - Water Infrastructure & Resource Management (e.g. water harvesting structures (dams,
berkads, hafirs), irrigation canal construction and rehabilitation, rural water supply
systems and distribution networks or water engineering consulting and backstopping) - Rangeland, Forestry & Environment (e.g. rangeland restoration and rehabilitation,
sustainable land management, forestry and watershed protection, environmental
conservation and climate resilience services or support to Rangeland & Forest
Associations (RFAs)) - Community Development & Engagement (community facilitation and mobilization,
community investment planning support, social development and participation services,
gender and youth inclusion activities) - Digital Agriculture & Data Systems (e.g. farmer registry systems, ICT equipment , and
software solutions, GIS, mapping, drone services, Digital extension tools and mobile
applications) - Monitoring, Evaluation & Learning (e.g. baseline, midline, and endline surveys, data
collection and analysis, m&e system development or knowledge management and
reporting) - Capacity Building & Training (e.g. technical training for ministries (MoAD, MoLRD,
MoECC), Laboratory technicians training, community-level trainings (rangeland, water,
livestock, agriculture), TOT development) - Construction & Civil Works (e.g. small-scale community infrastructure works,
rehabilitation of agricultural and livestock facilities, construction of water and rangeland
structures, solar installations and energy systems, office constructions etc) - Operational Support (e.g. supply of office equipment and furniture, transport and
logistics services including air tickets, motor spare parts, garage services, internet
services, translation services, media, catering event management, stationery, and
printing services)

- All submission should be English except legal documents issued in other languages
- Submission of more than one application by the same bidder is not allowed
- Bidders may apply for more than one category, but must demonstrate the required
capacity, business license and experience for each category selected. - All legal documents must be valid at the time of submission. Expired documents will
lead to automatic disqualification. - This call is NOT for individual consultants
- Submit your application through the online registration form provided in the
announcement. Applications sent by email or delivered physically will not be accepted - Ensure that all information provided is true, complete, and verifiable. False or inaccurate
information may result in disqualification. - All documents should be submitted in PDF or word document
4 - Joint ventures (JVs) are permitted. In such cases, each JV partner must submit their own
legal documents (license, registration, TIN, etc.). A signed JV Agreement or Letter of
Intent (LoI) must also be provided. The lead partner must be clearly identified. - All bidders must comply with World Bank procurement regulations and anti-fraud and
anti-corruption guidelines - Only pre-qualified suppliers (Database of suppliers) will be contacted for future
procurement opportunities. Both pre-qualified and non-prequalified bidders will be
notified of the outcome of their application. Pre-qualification does not guarantee
contract award. - Firms or individuals currently debarred, suspended, or sanctioned by the World Bank
are not eligible to participate in this pre-qualification process. - Clarification meeting/office visit

Clarification Deadline: All requests for clarification must be submitted no later than five (5)
days before the application deadline.
