What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Premises Manager (Roving Electrician) independently carries out complex / advanced installation and maintenance of electrical and other energy systems across all the ICRC facilities in Somalia (offices, health structures, and warehouses).

The role holder ensures proper functioning and maintenance of ICRC equipment and installations and operates according to ICRC standards and procedures, while ensuring electrical safety as per the Electrical Safety program (ESAP).

This is a national/resident position based in Mogadishu, Somalia.

Accountabilities & functional responsibilities

    •  Performs critical rehabilitation activities and ensures corrective maintenance interventions, coordination and execution of required tasks as well as installation of needed electrical equipment as defined on each site
    •  Prepares and presents the technical design of electrical and energy installations, including drawings, layouts, schematics, bills of quantities, and list of materials
    •  Updates the electrical installations inventory in ICRC sites and facilities and performs annual maintenance procedures and safety checks for ICRC offices in Somalia
    •  Identifies local technical service providers, and is responsible for training of technical staff, establishing relations with local companies, contractors and suppliers

  •  Highlights any repair or maintenance work needed in ICRC electrical installations and equipment and provides premises department with urgent support/advice or any related assistance as needed
  •  Travels and supports in different ICRC Offices within the region implementing proposed solutions when needed and provides managers with duly documented technical advice
  •  Monitors the stock levels of consumables used for electrical installation, repairs and maintenance, updates stock cards, conducts physical stock counts, and ensures timely replenishment to avoid stock shortages
  •  Conducts technical evaluations and inspections of electrical installations, identifies requirements and potential risks, and develops suitable technical recommendations and intervention plans
  •  Coordinates and oversees corrective maintenance and rehabilitation activities, ensures proper equipment installation, performs required testing, and prepares technical reports and documentation
  •  Ensures the proper installation, safe operation and regular maintenance of tools, equipment and safety system including smoke detectors and fire extinguishers
  •  Participates in project coordination activities, such as site meetings, reporting, follow-ups while providing guidance and technical advice
  •  Ensures that all records are accurately maintained and prepares necessary reports before and after any repair or maintenance work
  •  Provides technical guidance, training and supervision to electrical staff, identifies skills development needs and supports the enhancement of technical competencies

Certifications / Education required

  •  Bachelor`s degree in in Electrical, Electro-mechanical or Energy engineering or equivalent professional experience
  •  Knowledge in AutoCAD or VISIO and MS project-management suite or equivalent would be an added advantage

Professional experience required

  •  6 years’ professional experience (post-training) in electrical installation or related discipline
  •  Good knowledge of electrical systems, or related field with practical applications
  •  Capacity to read, understand and interpret electrical drawing and schematic diagrams
  •  Experience in drafting and/or analysing of contractual agreement documents related to various electrical works
  •  Experience in managing technical support staff in an electrical work site
  •  Ability to compile technical reports and make presentation
  •  Confirmed experience in managing consultants, contractors, and administering contracts
  •  Management and team leadership experience an asset
  •  Experience working with an international humanitarian organization is an asset
