Organizational Context and Scope
The Transition and Recovery (TR) Pillar of the Somalia Country Office plays a leading role in stabilisation strategy and delivery throughout Somalia. The Community Stabilisation programme is central to the United Nations (UN) Country Team’s plans for transition and closure of the UN’s political mission in Somalia. The main objective of the unit is to lead coordinated stabilisation efforts across the international community, aligned with the core objectives of the Government of Somalia.
Under the overall supervision of the Head of Sub-Office in Nairobi/Senior Programme Coordinator (Transition & Recovery Pillar) and the direct supervision of the Senior Programme Coordinator (Community Stabilisation), and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for Eastern and Southern Africa in Nairobi and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Manager (Community Stabilisation) will be responsible and accountable for managing, coordinating and overseeing the activities of the European Union flagship stabilisation project: Strengthening the Social Contract through Socio-Economic Infrastructure (2026-2029), and its integration with the FCDO flagship project: Strengthening Community Security and Stabilisation (SCSS). The Programme Manager (Community Stabilisation) will support the coordination and collaboration across relevant Transition and Recovery initiatives while maintaining responsibility and accountability for the management and implementation of the Community Stabilisation portfolio.
The Programme Manager (Community Stabilisation) will coordinate and maintain effective working relationships with relevant government counterparts, donors, United Nations agencies, implementing partners and other stakeholders to support programme implementation and achieve programme objectives. The Programme Manager (Community Stabilisation) will coordinate technical-level engagement and collaboration with the Government of Somalia at Federal (FGS) and Member State (FMS) levels, with a primary focus on the Ministry of Interior. The Programme Manager (Coomunity Stabilisation) will support coordination and information sharing among relevant stabilisation stakeholders to promote effective programme implementation and collaboration.
The Programme Manager (Community Stabilisation) will be responsible and accountable for programme development and implementation, including but not limited to monitoring, reporting, projectization, staff supervision, and advancement of new initiatives within the Programme and in the global context. In addition, the Programme Manager (Community Stabilisation) will actively contribute to IOM’s country-level programming, including the design, implementation, oversight of projects, and coordination within and across the IOM Somalia Mission. The Programme Manager (Community Stabilisation) will provide technical stabilisation support and advice for the development of strategic plans for the Country Office (CO) and Regional Office (RO).
Responsibilities

- Oversee the effective development and implementation of the Community Stabilisation programme by exercising administrative, operational and financial management responsibility for relevant projects, in particular the integration between two key flagship projects (funded by EU-INTPA and FCDO respectively), ensuring effective coordination and complementarity among relevant programme activities and projects.
- Provide operational management, technical supervision, mentorship, and capacity-building support to Community Stabilisation staff, assisting on programmatic strategy, resource allocation, and staff contributions to the CO’s strategic priorities.
- Establish, maintain, and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the Community Stabilisation programme.
- Identify the priorities arising during the implementation of the Programme and coordinate the design and contribute to the development of the new projects under the Programme and activities based on a solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the COM, Regional Office, relevant Units at HQ, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
- Ensure that the key programmatic directions are shared with international stakeholders, including donors, to maximize impact, minimize overlapping, and stimulate funds mobilization for the new programmes.
- Ensure timely, quality preparation, compilation, and submission of programme reports, updates, and briefs for donors, government, and other stakeholders, in close coordination with relevant units and programme staff, and in compliance with IOM and donor requirements and procedures.
- Oversee the M&E framework including the development, dissemination, and regular update of assessment and monitoring tools, Standard Operating Procedures (SOPs), and data collection and analysis mechanisms in coordination with the CO’s M&E Officer, monitoring progress against strategic objectives and benchmarks and sharing relevant information with humanitarian community partners.
- Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donors’ contractual requirements, interests and expectations.
- Oversee the production of visibility/communications materials in close coordination with the Public Information Officer/Focal Point of the CO.
- Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
- Undertake travel duties nationally or internationally, as required, including regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Social Sciences, Humanities, Business Administration, Public Administration, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.

Experience

- Experience in stabilisation, transition and recovery, peacebuilding, or related programming;

- Experience in project development, implementation, monitoring, reporting and evaluation;
- Experience liaising with governmental authorities, development partners, donors and international organizations;
- Familiarity with financial and administrative management;
- Experience working in fragile or complex operational environments is an advantage; and,
- Experience managing stabilisation and peace projects under the Peacebuilding Fund (PBF) and Multi-Partner Trust Fund (MPTF).

Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
