About the opportunity
Chemonics UK is seeking an experienced and politically astute Team Leader who can bring practical, flexible and locally grounded leadership to complex development challenges in Somaliland.
This role requires more than technical expertise. We’re looking for someone who understands that Somaliland’s political settlement, governance structures, operating environment and development priorities are distinct from those of south-central Somalia, and who can make informed decisions that reflect this context.
The Team Leader role will lead an integrated and adaptive technical assistance facility designed to strengthen Somaliland’s systemic resilience by providing politically informed technical advice, maintaining strong analytical and advisory capacity, delivering responsive and demand-led support, and deploying flexible funding where it can have the greatest impact. The role will also involve building strong partnerships with institutions and stakeholders and mobilising high-quality technical expertise to respond effectively to emerging priorities.

What we’re looking for
We’re particularly interested in candidates with:

- Proven experience leading technical assistance facilities or complex development programmes
- Strong knowledge of Somaliland and the political, institutional and operating dynamics of the wider region
- A track record of leading multidisciplinary teams and substantial programme portfolios
- Excellent stakeholder management, partnership-building and communication skills
- The ability to mobilise and manage high-quality technical expertise
- Experience translating strategic priorities into practical, high-impact delivery
- Strong judgement, adaptability and political awareness in complex operating environments
Somali-speaking experts, Somaliland-based professionals and members of the Somaliland diaspora are particularly encouraged to apply, alongside regional (specifically, the Horn of Africa) and international specialists.
