PROJECT: EU – Somalia Technical Assistance and Partnership Facility [NDICI Africa/2023/451-029]
for a specific assignment: Preparation and Development of a Jubbaland State Climate Change Policy
DAI is looking to recruit: Junior Non-key Expert (JNKE) for Preparation and Development of a Jubbaland Climate Change Policy
BACKGROUND
The European Union – Somalia Technical Assistance and Partnership Facility (TAPF) is a five-year initiative designed to support the European Union Delegation (EUD) to Somalia’s engagement in, and cooperation with, the Federal Republic of Somalia, and to expedite progress towards achievement of the 2030 global Agenda for Sustainable Development.
The project is being implemented through a service contract, signed between the EUD and DAI Global Belgium, and operates from DAIs offices in Mogadishu and Nairobi.
The project duration was initially scheduled to run for 36 months from 1st January 2024 until 31st December 2026, but this was subsequently extended to 31st December 2028.
OBJECTIVES
The objective of the proposed Climate Change Policy assignment will be:
“To develop a comprehensive, participatory and evidence-based Climate Change Policy for Jubbaland State, that provides a strategic framework for climate mitigation, adaptation and resilience-building across all relevant sectors and administrative levels”.
The specific objectives of the intervention are:
- To assess the current and projected impact of climate change on Jubbaland’s economy, environment, infrastructure, ecosystems and communities, to inform evidence-based policy development.
- To establish a functional and adequately resourced Jubbaland Climate Change Coordination Unit, within the Ministry of Environment and Climate Change, to lead policy implementation, monitoring and inter-agency coordination.
- To establish a coordinated, institutional and governance framework for climate change planning, implementation, monitoring and reporting, across government sectors and stakeholders.
- To mainstream climate change considerations into state development planning, sectoral policies, budgeting processes and public investment programmes.
- To promote climate-resilient livelihoods, sustainable natural resource management, ecosystem restoration and climate-smart technologies, to strengthen adaptation and support low-carbon development.
- To develop strategies for mobilising domestic and international climate finance, while strengthening climate information systems, research and early warning mechanisms, to support informed decision-making.
- To develop a practical implementation, monitoring and evaluation, and financing framework, to ensure effective execution, coordination and long-term sustainability of the Jubbaland Climate Change Policy.
SCOPE
General: As indicated above: the Jubbaland State Ministry of Environment and Climate Change (MoECC), working in collaboration with the Jubbaland Ministry of Planning, Investment and International Cooperation (MoPIIC), wishes to develop, validate and operationalise a Jubbaland State Climate Change Policy, to promote environmental protection, climate resilience, sustainable natural resource management and climate adaptation and mitigation initiatives across the state
The policy development process will be coordinated from Kismayo, the administrative capital of Jubbaland State, and will include district-level consultations in three additional locations, representing distinct climate risk profiles:
- Dhobley District: Is a dryland border district, located close to the international border with Kenya, with high exposure to drought, land degradation and cross-border population movements. Consultations will capture the perspectives of pastoral communities, border traders and host communities, managing climate-related displacement.
- Dolow District: Is a riverine, flood-prone district at the confluence of the Jubba and Dawa rivers, hosting one of the largest IDP settlements in the Horn of Africa. Consultations will focus on flood risk, water management, displacement and livelihoods.
- Garboharey District: Contains the capital city of Gedo Region (Garboharey town). Unlike riverine locations such as Dolow and Bardere, the district lacks direct access to a major river, limiting the potential for irrigated farming and leaving the local economy reliant on pastoralism and, thereby, vulnerable of recurrent droughts and water scarcity.
Target Groups
The primary beneficiaries of this initiative will comprise a broad cross section of government, civil society and community groups drawn from across all regions of the State, including:
- Line ministry staff from key state ministries, departments and agencies (MDAs).
- Civil society organisations, community-based organisations and women and youth groups.
- NGOs and international bodies operating in Jubbaland State.
Participants will include technical staff (especially planning, monitoring and policy officers) from line ministries, including the Ministry of Environment and Climate Change (MoECC), Ministry of Planning, Investment and International Cooperation (MoPIIC), Ministry of Energy and Water Resources (MoEWR), Ministry of Livestock, Forestry and Range (MoLFR), Ministry of Agriculture and Irrigation (MoAI), etc. as well as selected representatives from civil society organisations and interest groups (women, youth), the private sector / business community, NGOs, and development partners, who will participate in policy dialogue activities, e.g. policy development consultations, sector-based analysis and validation events.
Specific Activities
Development of the Jubbaland State Climate Change Policy will be based on a consultative, inclusive and participatory approach using the methodology set out in the table below:
Activity 1 — Policy Launch Event – A high-profile launch event will be organised in the State capital (Kismayo) to formally introduce the Jubbaland Climate Change Policy to government officials, development partners, civil society, the private sector and the media. The event will feature keynote addresses by senior Jubbaland State officials, a policy brief presentation by the lead consultants and a media engagement session, to maximise public awareness and signal political commitment to climate action.
Activity 2 — MDA Consultations – Structured consultative sessions will be held with key Jubbaland Ministries, Departments and Agencies (MDAs) to identify cross-sectoral linkages and secure institutional buy-in. Line ministries covering agriculture, water, health, infrastructure, finance and planning will be engaged, to ensure the emerging draft policy is aligned with the Jubbaland State Development Plan III (SDP-III) and relevant sectoral strategies.
Activity 3 — Civil Society and Private Sector Consultations – Dedicated consultation sessions will be held with civil society organisations and private sector representatives active in Jubbaland State. These sessions will gather perspectives on community-level climate impact, identify private sector adaptation needs and investment opportunities, and explore potential public–private partnerships, for climate-resilient development.
Activity 4 — District Consultations (Dhobley, Dolow and Garboharey) – Three district consultation workshops will be conducted to capture sub-national perspectives and to ground-truth the draft policy against local conditions. Trip 1 (Dhobley) will engage district authorities, elders, pastoral communities and local NGOs, on themes of drought, land degradation, water scarcity and cross-border climate displacement. Trip 2 (Dolow) will engage district authorities, riverine farming communities, IDP representatives and humanitarian actors, on flood risk management, displacement, livelihoods and ecosystem-based adaptation. Trip 3 (Garboharey) will engage district authorities, elders, pastoral communities and civil society, on themes of drought, water scarcity and livelihoods.
Activity 5 — Validation Workshop – A state-level validation workshop will bring together representatives from all consulted stakeholder groups to review the draft policy document, deliberate on key policy provisions, incorporate final feedback, and reach consensus on the document, prior to its submission for official adoption by the Jubbaland State Government.
Activity 6 — Capacity Building Training – A targeted, capacity-building programme will be delivered to Jubbaland government staff and key institutional stakeholders. Topics will cover climate change science, Jubbaland-specific climate risks and vulnerabilities, policy implementation frameworks, climate finance access and reporting requirements, under the Paris Agreement and Somalia’s Nationally Determined Contribution (NDC), and monitoring and evaluation of climate interventions.
Activity 7 — Cabinet Presentation and Approval – On finalisation and after validation, the approved Climate Change Policy will be presented (by the Jubbaland State Ministry of Planning, Investment and International Cooperation) to the Jubbaland Government, Council of Ministers, for review and approval. The latter activity is not included in the functions of this assignment.
Activity 8 — Translation, and Printing and Dissemination of Policy Books – On finalisation and official endorsement by the Jubbaland State Government, the Climate Change Policy will be translated from its original English version into the Somali language, then professionally type-set, printed and distributed to all MDA offices, district administrations, partner organisations, and community leaders, to maximise accessibility and outreach. The latter activity is not included in the functions of this assignment.
The Junior Non-key Expert (JNKE) will play a selective role in fulfilment of this work plan, with respect to desk review and policy analysis, state and district-level consultation, data collection, management and tabulation, validation and, optionally, policy drafting, capacity building / stakeholder training.
The sequencing of activities, over a three-month (four months for the full programme of activities) implementation period (based in Kismayo with field missions to Dhobley, Dolow and Garboharey) will be based on the indicative work plan that appears below (“indicative” as it may be adjusted, based on stakeholder availability, seasonal conditions and security / logistical considerations).
